Weddin Shire mayor Mark Liebich called Friday's meeting after a letter was sent to all councillors on August 20, 2021 by councillors Paul Best, Stephen O'Byrne, Phillip Diprose and Craig Bembrick requesting the mayor call the meeting.
The call followed controversy over the reported resignation of Weddin general manager Glenn Carroll.
In their letter the councillors asked for a number of motions from an August 5 extraordinary meeting of the council to be rescinded, for deputy mayor Paul Best be appointed as a liaison between council and the general manager and for the mayor to provide all councillors with information they believed they did not have.
The four councillors said they wished Cr Best to be council's liaison with the general manager "to address ongoing interactions, issues and negotiations regarding the general manager's employment".
Friday's meeting was held In Closed Council with the resolutions declared in Open Council after just over one hour of discussions.
In relation to Cr Best being appointed liaison with the general manager, Cr Liebich said, in Open Council: "I've reported that the council needs to get a written letter from the Minister Shelley Hancock before that will be enacted".
The council also discussed rescinding two motions from its August 5 meeting, exactly what was in the motions is not clear.
On the first motion Cr Liebich said it "has been changed, now that we offer our general manager all the requirements that we did in motion one in his resignation".
A second motion from the August 5 extra-ordinary meeting was rescinded.
Following Friday's meeting, which was held at 8.30am, Weddin's Director of Engineering James Rath or the Director of Environmental Services Luke Sheahan have been appointed as acting general manager.
Council's Corporate Services Director Michael Chalmers had been acting in that role.
A motion that the general manager's performance review recommence was carried.
Also carried were motions that the mayor provide councillors with "copies of the evidence he sent recently to an external authority" and "That the mayor or acting general manager advise councillors how much has been paid and/or is owing to Blackadder Associates in respect of the general manager's 2021 performance review"
In addition the councillors requested "the mayor advise councillors who is providing him with professional advice and what the payment arrangements are in respect of the preparation of the general manager's deed of release; preparation of the second mayoral minute presented to the 5th August 2021 Extra-Ordinary meeting and Legal advice that (general manager) Glenn Carroll's passwords needed to be deactivated, his computers removed and he be given two weeks special leave"
Cr Liebich said he had provided all of this to all councillors.
