Mr Carroll's performance and his package were discussed during the closed section of Weddin's August meeting with mayor Mark Liebich reading out the decisions made in closed committee when open council resumed.
Cr Liebich moved that Council note his Mayoral Minute and adopt five findings and recommendations of the General Manager's Performance Review Panel following the conduct of the Review for 2019/2020.
Council voted to increase the General Manager's Total Remuneration Package "to reflect market value of the position at Weddin".
Under the NSW Remuneration Tribunal Senior Executive Service Levels 1 and 2, Council is able to set Mr Carroll's package anywhere between $192,600 to $241,850 per annum.
In addition to increasing Mr Carroll's package the council voted to conduct an annual review of his performance in July 2021, and the Review Panel in particular consider his success in addressing the three development opportunities listed in his 2020 review.
In an earlier report to the August meeting, Mr Carroll reported "it is proposed that Council form a (Review) Panel to conduct the General Manager's Performance Reviews in the future.
"A draft Charter has been developed for the Panel detailing the proposed membership, conduct of meetings, functions as well as other arrangements," Mr Carroll said.
"It is proposed to submit a further report to Council by way of a Mayoral Minute at the April 2021 Council meeting to determine the membership of the Panel."
The draft General Manager's Performance Review Panel Charter be resubmitted to the September 2020 Council meeting for formal adoption.
In order for the Review Panel to objectively measure his success in addressing the development opportunities identified in his 2020 review Mr Carroll has been asked to undertake a Hogan leadership assessment with the option of a Hogan 360-degree assessment now and then in 2021 to show improvements.
A recommendation for a six monthly review of Mr Carroll's performance was deleted.
